Our collaborative approach encompasses every aspect of land promotion and investment. Site leads are generated through a combination of “on” and “off” market opportunities. Once identified, sites undertake a detailed assessment, covering a variety of potential issues, including, planning, technical analysis, and a residual valuation.

Once a site is acquired, a detailed promotion strategy is prepared amongst a detailed consultation with our planning consultants.

During the planning process, an extensive Environment assessment is carried out, covering aspects such as noise, air and soil quality, as well as any heritage considerations. Following this, a Masterplan is developed through a process of stakeholder and public consultation, with adjustments made as necessary.

Once a consent is achieved, we go to the Open Market via a reputed agent to secure an optimal value for the site, often through a competitive tender. Land First often manage this whole process for clients delivering above average market returns, whilst maintain a risk averse approach through an asset backed method.

The local plan

Local Authority decide the boundary of the local plan or neighbourhood plan area and publish it along with statement that they are preparing such a document.

6 Months Later

ISSUES AND OPTIONS

LPA publish an Issues and Options document – this broadly sets out the timescale for the plan, the amount of housing, and the employment and retail required to support it. LandFirst submit representation on this document, bringing our sites to the attention of the local LPA and further requesting that certain aspects are included in the plan.

6 Months Later

DRAFT PLAN STRATEGY

A Reg 18 draft plan strategy sets out detailed strategies for development options, for example add-ons or a new settlement. The strategy goes on to identify where these sites could be located. LandFirst make compelling representation on this document, pressing for the inclusion of our sites.

9 Months Later

Pre-submission Local Plan

In this document, the LPA detail the final housing, employment and retail requirements, and identify the precise site locations to meet these totals. LandFirst submit representation on this final document, either supporting our site’s inclusion or objecting to its omission. This document and all accompanying representations are then sent to the Secretary of State, who subsequently announces an enquiry into the proposals and appoints an inspector to carry out this examination.

6 Months Later

Examination and report

An Examination into the Local Plan or neighbourhood plan is held, lasting about 4 to 6 months. The inspector then takes a further 3 months or so to prepare a report. The Local Plan is either found to be sound and approved as submitted, published with modifications, or found to be unsound and withdrawn.

6 Months Later

Modification

Generally, there are always modifications to the Local Planor neighbourhood plan – these are published, with more representationssubmitted accordingly. The modifications then undergo further examination andenquiry. The plan is approved with modifications – 3 months later if noexamination; 9 months later if examination is required.

5 Months Later

Adoption of Plan

There is a Judicial Review period of 6 weeks and then, if no successful challenge is made, the plan is accepted and adopted by the Council.
